History of Berkshire Advisors - Berkshire Advisors, Inc.'s predecessor company (Kemmerer & Co.) was founded in 1992 by Jay R. Kemmerer the Chairman & CEO of the firm based on his commitment and passion spanning more than 27 years in the financial and securities industry.
Berkshire Advisors, Inc., is a registered investment advisor, providing quantitative and fundamental investment strategies which encompass our proprietary asset allocation portfolios.
In September of 2009 Berkshire Advisors expanded it's scope of services to facilitate the growing, extensive needs of individual, institutional investors and business owners. Berkshire Advisors Multi-Family office was launched during the fourth quarter of 2009 to provide a wide array of personalized services to assist and support individuals comprehensive and strategic needs.

Chairman & CEO, Chief Compliance Officer
Jay R. Kemmerer entered the securities industry in 1984. He has been educating business and individual clients in the areas of wealth management for over 27 years. His firm collectively has over 100 years of experience. During his portfolio management tenor for a locally managed mutual fund, he had received recognition in the Wall Street Journal's "Category King" segment numerous times from 2003 - 2010. Jay currently holds his Series 65 License, Registered Investment Advisor, as well as his PA Insurance License.
Mr. Kemmerer is also the creator of "The Wealth Advocate" educational series. This series of expert information and video interviews is dedicated to providing in depth financial information to benefit families and businesses.

Chip currently serves as a business director for Berkshire Advisors, Inc. He attended the University of Florida where he received a BS degree in Banking and Finance and also Real Estate and Urban Land Studies. After college, he pursued a career in the Life, Health and Pension product sales industry where he earned his Chartered Life Underwriter (CLU) and Charter Financial Consulting (ChFC) designations. He also attended the Delaware Law School – Evening Division in Wilmington, DE and graduated with his law degree in 1985 (JD).
Locally, Chip served as the Chairman of the Berks County Chamber of Commerce from 1999-2000, the third largest chamber in the Pennsylvania. An avid golfer, Mr. Lutz was formerly the President of the Berks County Golf Association and was recently elected to the Executive Committee of the Philadelphia Golf Association.
Vice President – Wealth Management
Francis G. Post serves as Vice President of Wealth Management for Berkshire Advisors, Inc. Prior to joining Berkshire, Fran served as a Registered Representative for a branch of Cambridge Investment Research located in Exeter, Pennsylvania. His investment experience was attained while employed with Wachovia Bank and Wachovia Securities, LLC. Mr. Post’s practice will be focused on Individual/Executive Asset Management and Corporate Retirement Plans to include 401(k)s.
Fran received a Bachelor of Arts degree in Political Science from Dickinson College in Carlisle, Pennsylvania. He currently holds his Series 65 License, Registered Investment Advisor, as well as his PA Insurance License. He was born and raised in Berks County and currently resides in Wyomissing.
Certified Public Accountant
Nelson was appointed to the post of Berks County Treasurer in September, 2000. Nelson received his BA in History and Political Science in 1962 and his MBA in Accounting in 1965 from Rutgers University. With over 40 years of experience in his field, Nelson is licensed to practice in Pennsylvania and New Jersey.
Nelson was born in Scranton, PA, and grew up in Nutley, NJ. He has resided in Berks County for 28 years.
David serves as Berkshire Advisors, Inc.’s Compliance Consultant. He is also the Managing Member and controlling shareholder of Drake Compliance, LLC, a compliance consulting firm serving the mutual fund industry. Mr. Jones has accumulated over 24 years experience in the financial services industry. He earned a BA in economics from the University of Texas at Austin in 1983, and a JD (cum laude) from Saint Mary’s University School of Law in 1994.
Certified Public Accountant
Bill is a Certified Public Accountant licensed to practice in Pennsylvania.
Bill graduated from Alvernia College with a Bachelors degree in Accounting and Business Management.
With over 25years of experience his areas of expertise include taxation, general accounting services and business consulting. He is a member of the American Institute of Certified Public Accountants and the Pennsylvania Institute of Public Accounting.
Jennifer serves as the firms Commercial Leasing and Lending Consultant.
With over 25 years of experience, Jennifer provides financing for new and used equipment and vehicles. With extensive contacts and sources of capital at her avail Jennifer is able to nurture leasing and lending transactions timely, efficiently and cost effectively for her clients.
Jennifer is a founder and President of Business Lease Consultants Inc.
Mr. Stewart currently serves as a marketing consultant for Berkshire Advisors, Inc. In his current role, Sam provides marketing analysis for the firm’s various expansion programs.
Mr. Stewart entered the insurance industry in 1956 and owned and operated his own insurance corporation, American Farmers Insurance Agency until 1980. In 1980, Mr. Stewart entered the financial securities industry. He was a licensed registered representative until semi-retirement in July, 2000. Sam Stewart was born and raised in Berks County and was one of 21 siblings.
Mergers & Acquisitions
Mr. Melcher has most recently consulted for banks, insurance agencies, securities firms and other companies. He previously served as chairman, president and chief executive officer of Leesport Financial Corp and its wholly-owned subsidiaries Leesport Bank, Essick and Barr Insurance and Madison Financial Advisors. During his tenure, Leesport grew from $200 million of assets to $900 million in assets. In addition, he presided over 11 acquisitions, divestitures and joint ventures.
